Asian Development Bank and Network Learning Centers Hold Involuntary Resettlement Training to Enhance Knowledge and Skills of Project Staff
The Asian Development Bank's (ADB) commitment is to support Indonesia's inclusive, competitive, and resilient development. One of ADB's key programs is to provide training that enhances the knowledge and skills of executing agency (EA), implementing agency (IA), and local government staff involved in ADB-financed projects. The training was provided by the Network Learning Centers managed by Equator and ADB which focuses on involuntary resettlement (IR). The main objective of the training is to ensure that project preparation and implementation are in line with established standards. Another objective of the training was to enhance participants' ability to deal with resettlement-related issues in a practical manner.
The training was conducted face-to-face in two batches, in collaboration with the NLC. The methods used in the training included presentations to provide the theoretical basis and knowledge needed, group discussions to encourage the exchange of ideas and experiences among participants, experience sharing to engage participants in dealing with IR issues, as well as practical assignments that gave participants the opportunity to apply the knowledge gained.
A variety of competent resource persons were involved in the training, including external experts and members of ADB's social safeguards team and NLC. The training materials aimed to provide a thorough understanding of IR safeguards by considering relevant theoretical and practical aspects.
During the training, various important project-related issues were discussed. These include land acquisition, its processes and issues, stakeholder mapping to identify and engage relevant stakeholders, livelihood restoration programs to help affected communities restore their livelihoods, and budget mechanisms to properly manage the budget to support restoration programs. These discussions improved understanding of the difficulties and opportunities faced when implementing ADB-financed projects.
Documentation of this training activity shows that the training organized by Asian Development Bank and the Network Learning Centers managed by Equator was successful in improving participants' knowledge and skills in addressing issues related to involuntary resettlement. With some suggestions for future improvements, the training is expected to continue to provide significant benefits to ADB-financed projects in Indonesia.
