Overview

KKPR (Spatial Utilization Activity Conformity) is an official approval document confirming that a proposed activity or development at a specific location complies with the applicable spatial planning regulations and regional spatial plans. This service replaced the former Location Permit and other spatial utilization permits following the enactment of Indonesia's Job Creation Law (Law No. 11 of 2020, as amended) and Government Regulation No. 21 of 2021. It serves as a fundamental licensing requirement that must be obtained before businesses or individuals commence their activities. KKPR is classified into Business KKPR, Non-Business KKPR, and KKPR for National Strategic Projects. Depending on the applicable conditions, the approval may take the form of a KKPR Confirmation (Konfirmasi KKPR/KKKPR) when the location is already covered by a Detailed Spatial Plan (RDTR) integrated with the OSS system, a KKPR Approval (Persetujuan KKPR/PKKPR) when an RDTR is not yet available and a government assessment is required, or a KKPR Recommendation (Rekomendasi KKPR/RKKPR) for specific cases, such as activities located within forest areas or marine waters.

Applications are submitted electronically through the Online Single Submission (OSS) system or the regional spatial planning service. Applicants are required to provide the location coordinates, land area, business activity or KBLI (Indonesia Standard Industrial Classification) code, and the proposed technical development plan. The system then verifies whether the proposed activity complies with the applicable RDTR or Regional Spatial Plan (RTRW). If the location is covered by an integrated RDTR and meets all requirements, the KKPR document may be issued automatically within a short period. Applications requiring further assessment are reviewed through the Spatial Planning Forum, with a processing time of up to 20 working days. Once issued, the KKPR document becomes a prerequisite for obtaining subsequent permits, such as the Building Approval (PBG) and land title certification. It also provides legal certainty regarding the approved project location while ensuring that development remains consistent with the established spatial planning framework.
