Can the Development Approach Improve the Effectiveness of Settlement Compensation and Relocation?

In the context of land acquisition for resettlement, there are significant challenges related to compensation assessment, which often focuses solely on the value of the replaced asset. However, resettlement is not merely about replacing land and relocating residences. It is crucial to ensure that each relocation not only meets physical needs but also allows people to live decently in the new location.

 

As a solution, there is a proposal to reduce the burden on a single agency. As a country led by a president, it is appropriate to assign the competent ministry, such as the Ministry of Public Works and Public Housing (PUPR), to manage this relocation effectively. By granting this ministry the authority to request a special budget for land acquisition, it is hoped that the process can be carried out in a more structured and measured manner.

 

Good coordination between the Ministry of Public Works and Public Housing (PUPR) and the National Development Planning Agency (Bappenas) is key in managing land acquisition and relocation. Thus, the land acquisition agency will not be burdened with heavy tasks, while the planning and implementation processes can be carried out smoothly and in accordance with existing procedures.

 

These steps are expected to ensure that each phase, from planning to implementation of the relocation, including the assessment, can be done well and according to the needs of the community. Thus, resettlement does not only become an administrative process but also a real effort to improve the quality of life and welfare of the affected community.
