Penyusunan DP3 (Dokumen Proposal Proyek Prakarsa) Pengusahaan Jalan Tol (Pluit – Bandara) DPPT dan Utilitas

The Pluit–Airport Toll Road Project is a strategic infrastructure initiative designed to improve connectivity between the Pluit area and Soekarno-Hatta International Airport. This project involved the preparation of the Project Proposal Document (DP3), including the Draft Outline Business Case (DPPT) and the integration of supporting utilities.

The assignment aimed to establish a comprehensive technical, financial, environmental, and regulatory basis to secure approval of the initiator’s proposal and obtain the necessary permits required for project implementation.


Our Role in the Project

Draft Outline Business Case (DPPT)
We developed the DPPT in compliance with the Directorate General of Highways’ requirements. The assessment covered technical, economic, social, environmental, and institutional aspects, providing a robust initial feasibility framework.

Land Acquisition Planning
We supported the land acquisition process by identifying land requirements, preparing supporting documentation, and developing reliable cost estimates to ensure compliance with regulations.

Regulatory Support
The outputs produced under this assignment served as the foundation for securing the Location Determination (Penlok) and obtaining the Initiator’s Permit (Izin Prakarsa)—two critical milestones for project approval.


Impact

Through this assignment, the project established a solid foundation for the successful development of the Pluit–Airport Toll Road. By integrating feasibility assessment, land acquisition planning, and regulatory compliance, the initiative accelerated the approval process and contributed to smoother implementation of this vital transport corridor.
