Consultancy Services on Land Acquisition and Livelihood Restoration Plan (LALRP) Study for Mentarang Induk Hydroelectric Project (Transmission Line)
The Overhead Transmission Line (OHTL – Package 5) of the Mentarang Induk Hydroelectric Project (MIHEP) is designed to transmit power from the MIHEP Dam through a 516-tower network, crossing three regencies—Malinau, Tana Tidung, and Bulungan—before connecting to the proposed 500/150kV substation in the Tanjung Palas Timur Industrial Park, Bulungan Regency (Mangkupadi Substation).
The main objective of this study was to assess the significant socio-economic and cultural impacts resulting from economic and potential physical displacements. The project also aimed to prepare a comprehensive plan outlining procedures for compensation and assistance, ensuring that the livelihood of the Project Affected Community (PAC) is maintained or improved to levels equal to or greater than their pre-project conditions.
Description of Actual Services Provided
Equator Global Internasional’s consultants were responsible for:

Impact Identification: Assessing the extent of both physical (if any) and economic displacements, including social and environmental risks due to land acquisition and access restrictions.

Compensation & Livelihood Restoration: Developing compensation policies and livelihood restoration arrangements to support PACs in adapting to socio-economic changes caused by the project.

Mitigation Strategies: Designing practical mitigation measures, including compensation at replacement cost for lost assets, and addressing gaps in existing grievance mechanisms to ensure fair dispute resolution and responsiveness to vulnerable groups.

Vulnerable Groups Assessment: Identifying vulnerable populations within PACs and ensuring provision of additional support where necessary.

Consultation & Communication: Ensuring meaningful stakeholder consultations, transparent disclosure of information, and clear communication on land usage restrictions.

Institutional Arrangements: Establishing roles, responsibilities, and organizational processes for implementing and monitoring Land Acquisition and Livelihood Restoration Plan (LALRP) activities.

Monitoring & Evaluation: Designing monitoring and evaluation frameworks to track and ensure effective implementation of LALRP activities throughout the project lifecycle.
