Land Acquisition and Resettlement Action Plan (LARAP) Phase II Consultancy Services for Mentarang Induk Hydroelectric Project (MIHEP)

This project focuses on addressing the significant resettlement impacts of the Mentarang Induk Hydroelectric Project (MIHEP), including both physical and economic displacements. The objective is to establish clear procedures for compensation and assistance to ensure that Project Affected People (PAP) are restored to—if not better than—their pre-project living conditions.

The initiative also seeks to provide a comprehensive understanding of land acquisition challenges, the resettlement process, and the measures needed to safeguard both PAP and host communities (if any). All activities are carried out in compliance with Indonesian laws and regulations, as well as international best practices, including the Hydropower Sustainability Standard (HSS), Hydropower Sustainability Guidelines (HSG), IFC Performance Standards (2012), and the Equator Principles (2021).


Our Role in the Project

Social & Environmental Assessment
Identifying and analyzing key social and environmental issues, risks, and resettlement impacts arising from the project.

Compensation & Resettlement Planning
Designing compensation policies and resettlement arrangements, including necessary assistance and livelihood restoration plans to support PAP where displacement is unavoidable.

Mitigation Measures
Recommending practicable strategies to address adverse impacts from land acquisition and restrictions on land use or access. This includes ensuring compensation for lost assets at full replacement cost before acquisition takes effect.

Grievance Redress & Dispute Resolution
Reviewing and strengthening KHN’s existing grievance mechanisms to ensure timely, impartial, and effective resolution of PAP concerns, with particular attention to vulnerable groups.

Consultation & Disclosure
Ensuring resettlement arrangements are implemented through transparent disclosure, meaningful consultation, and clear communication with all affected people.


Impact

Through these activities, the project builds a structured and equitable resettlement framework that safeguards the rights and welfare of affected communities. By integrating international standards with local compliance, the initiative promotes fair compensation, livelihood restoration, and strengthened community resilience—supporting a sustainable and inclusive approach to hydropower development.
