LARAP (Land Acquisition and Resettlement Action Plan) Study for Matenggeng Pumped Storage Power Plant (943 MW), West-East Java, Indonesia
The MPSPP project is planned to have a capacity of 943 MW, located in Ciamis Regency and Kuningan Regency in West Java Province, as well as Cilacap Regency in Central Java Province. This project includes the construction of an Upper Dam and a Lower Dam, which are located on the Cimancing River and the Citetel River, respectively, both of which flow into the Cijolang River, a tributary of the Citanduy River.
Objectives
The primary objective is to prepare a comprehensive Land Acquisition and Resettlement Action Plan (LARAP) for the Matenggeng Pumped Storage Power Plant Project. This plan will be developed in full alignment with the World Bank's Environmental and Social Standard 5 (ESS5: Land Acquisition, Restrictions on Land Use and Involuntary Resettlement) and relevant Indonesian laws and regulations, including Law No. 2 of 2012 concerning Land Acquisition for Public Interest Development and its derivative regulations. The LARAP will serve as a strategic and operational guide to ensure that the land acquisition and resettlement process is implemented transparently and equitably, mitigates adverse socio-economic impacts, and ensures that Project-Affected Persons (PAPs) receive fair compensation and assistance to improve, or at a minimum, restore their livelihoods and standards of living to pre-project levels.
Scope of Services
The scope of service covers all necessary stages for LARAP preparation and planning, ensuring compliance with both Indonesian law and World Bank ESS5 standards. The activities include:
- Identification and Mapping of Affected Areas: Conducting a detailed identification and mapping of all land parcels and assets within the project's footprint, covering the Upper and Lower Dams, supporting facilities (access roads, quarries), and the 30 km, 500 kV transmission line corridor, including its Right-of-Way (RoW).
- Socio-economic Survey and Vulnerability Assessment: Executing a comprehensive census and Inventory of Losses (IOL) for all PAPs to gather baseline socio-economic data. This scope includes identifying vulnerable groups (such as low-income households, the elderly, female-headed households, and indigenous groups) who may require additional assistance.
- Public Consultation and Information Disclosure: Planning and implementing a meaningful consultation process with PAPs and other stakeholders throughout the LARAP preparation. This includes disclosing relevant project information in an accessible and understandable format to ensure their participation in the planning process, as mandated by both frameworks.
- Formulation of the Entitlement Matrix and Valuation: Developing a detailed entitlement matrix that bridges any gaps between Indonesian regulations and World Bank ESS5 requirements. This matrix will define the eligibility for compensation and other assistance for each category of loss, ensuring that compensation for assets is provided at full replacement cost and is considered "layak dan adil" (proper and fair) according to national law.
- Resettlement and Livelihood Restoration Planning: Designing a comprehensive Resettlement Plan for physically displaced households and a Livelihood Restoration Program for all eligible PAPs. The program will be designed to improve or at least restore income levels and living standards through tailored support, such as agricultural assistance, skills training, or access to credit.
- Grievance Redress Mechanism (GRM): Establishing a project-specific GRM that is culturally appropriate, accessible, and responsive. The mechanism will be available to all PAPs, including vulnerable groups, at no cost, to address and resolve project-related concerns and grievances effectively.
- Implementation Plan, Budget, and Monitoring Framework: Developing a detailed implementation schedule, a comprehensive budget for all LARAP activities (including compensation and restoration programs), and a framework for internal and external monitoring and evaluation to ensure the LARAP objectives are successfully met.
