ADB TA-9861 INO: Sustainable Infrastructure Assistance Program Phase II - Supporting Sustainable and Universal Electricity Access Phase 2 (Subproject 3)
This technical assistance project under the Asian Development Bank (ADB) TA-9861 INO supports Phase II of the Sustainable Infrastructure Assistance Program (SIAP), focusing on sustainable and universal electricity access across Indonesia. The Environmental and Social Safeguards Firm (JV PT Hatfield Indonesia) is responsible for developing, updating, and harmonizing safeguard instruments across PLN’s national electrification initiatives.
The assignment covers preparation and capacity building on multiple safeguard frameworks, including the Environmental and Social Management Framework (ESMF), Environmental and Social Impact Assessment (ESIA), Land Acquisition and Resettlement Action Plan (LARAP), Biodiversity Management Plan (BMP), Cultural Heritage Management Plan (CHMP), Stakeholder Engagement Plan (SEP), and Grievance Redress Mechanism (GRM). It also involves training PLN staff and regional implementers in the application of ADB’s Safeguard Policy Statement (2009) and national regulations to ensure consistent compliance and accountability.
Through integrated technical support and on-the-ground capacity building, this project strengthens PLN’s institutional readiness to implement energy infrastructure that is environmentally sustainable, socially inclusive, and aligned with international safeguard standards.
