Consultancy Services on Land Acquisition and Livelihood Restoration Plan (LALRP) Study for the Mentarang Induk Hydroelectric Project – Overhead Transmission Line
As part of the development of the Mentarang Induk Hydroelectric Project (MIHEP) and its 500 kV overhead transmission line, this consultancy provides an independent Land Acquisition and Livelihood Restoration Plan (LALRP) Study to ensure that land acquisition and social safeguard processes are implemented in a transparent, equitable, and sustainable manner.
The assignment covers a comprehensive assessment of land acquisition impacts and socio-economic conditions of affected communities, validation of the Detailed Measurement Survey (DMS) and Inventory of Losses (IOL), formulation of livelihood restoration strategies, and development of frameworks for grievance redress, stakeholder engagement, and social monitoring. It also integrates aspects of Cultural Heritage Management (CHMP) and Indigenous Peoples Planning (IPP) to ensure full compliance with Indonesian regulations and international best-practice safeguard standards for hydropower infrastructure.
Deliverables include the preparation of the LALRP document, implementation roadmap, and recommendations to guide the client in executing land acquisition and restoration programs in alignment with both national requirements and international expectations for responsible and socially inclusive project development.
Through evidence-based analysis and field engagement, the study supports PT Kayan Hydropower Nusantara in realizing the MIHEP’s vision as a strategic national project (PSN) that delivers renewable energy while upholding social responsibility and sustainable community development in North Kalimantan.
