LARAP Preparation and Land Acquisition Implementation for the Development of the Endikat River Hydroelectric Power Plant (HEPP)

This consultancy provides Land Acquisition and Resettlement Action Plan (LARAP) preparation and implementation support for the Endikat River Hydroelectric Power Plant (HEPP) development. The project aims to ensure that land acquisition and resettlement processes are carried out transparently, equitably, and in full compliance with Indonesian regulations and international safeguard standards.

The assignment includes socio-economic and asset surveys, stakeholder consultations, development of compensation frameworks, livelihood restoration programs, and establishment of Grievance Redress Mechanisms (GRM) and Stakeholder Engagement Plans (SEP). Environmental and social aspects are also assessed through Environmental and Social Impact Assessment (ESIA) and Environmental Permit documentation, ensuring that both natural ecosystems and community welfare are protected.

By integrating social safeguard principles into the hydropower development process, this project supports PT Energi Banyu Kencana (EBK) in delivering clean energy infrastructure that is not only technically sound but also socially responsible, environmentally sustainable, and aligned with inclusive development goals across Indonesia’s key island regions.
