External Social Safeguard Monitoring for CW - 1, 2, 3, 4A and 4B Under Flood Management in Selected River Basin Sector Project (FMSRBSP)
This project represents a shift from traditional, structure-focused flood control to a more integrated and process-oriented Flood Risk Management (FRM) approach. The goal is to combine structural solutions with non-structural measures, institutional strengthening, and community capacity building—creating a balanced strategy to minimize the negative impacts of floods.
Our Role in the Project
We support the project by ensuring compliance with ADB Safeguards Policy Statement (SPS) and strengthening social and environmental safeguards throughout the process. Our key contributions include:

Verification & Database Management
Validating the Detailed Measurement Survey (DMS) and ensuring accurate documentation of affected persons (APs) and inventory of loss (IOL). -
Compensation & Resettlement
Confirming that all affected persons—regardless of tenure or social status—receive fair compensation, allowances, and rehabilitation assistance as per the approved Resettlement Plan (RP). -
Resettlement Monitoring
Assessing the effectiveness and timeliness of resettlement activities, including adequacy of compensation to restore livelihoods and living standards, with special focus on vulnerable groups. -
Safeguards & Compliance
Reviewing implementation of the updated LARP, monitoring temporary social impacts during construction, and recommending adjustments to improve compliance and effectiveness. -
Capacity & Resources Assessment
Evaluating the readiness of executing and implementing agencies, including adequacy of budget, staffing, and monitoring systems. -
Environmental & Social Management System (ESMS)
Designing and implementing ESMS procedures to systematically identify, assess, and manage environmental and social risks. This includes manuals, roles, responsibilities, and capacity building in line with international safeguards standards.
Impact
Through these activities, the project strengthens flood resilience while safeguarding the rights and welfare of affected communities. By balancing technical solutions with social and environmental considerations, the initiative lays a strong foundation for sustainable and inclusive flood risk management.
