Consultancy Services for the Preparation of DP3 (Dokumen Proposal Proyek Prakarsa) – Pluit to Airport Toll Road (Pluit–Bandara) and Utilities

Within the strategic initiative to develop the Pluit–Bandara toll road corridor and associated utility works, this consultancy engagement supports the preparation of the DP3 (Dokumen Proposal Proyek Prakarsa) and associated land acquisition planning documents (DPPT). The scope of work involves:

  • Preparing the DPPT as an integral input to the DP3, detailing land acquisition strategy, land use change implications, utilities relocation requirements and preliminary schedule for acquisition and clearing.

  • Conducting baseline assessment of existing land parcels, utilities infrastructure, rights-of-way, and impacted assets along the Pluit–Bandara corridor (spanning portions of DKI Jakarta and Banten).

  • Engaging key stakeholders—public authorities, utility providers, local communities—and establishing the grievance redress mechanism (GRM) specific to land acquisition and utilities relocation.

  • Advising on implementation planning, cost estimates for land acquisition and utilities relocation, ensuring alignment with Indonesian regulatory framework and best practice for toll-road infrastructure development.

Through rigorous planning and stakeholder alignment, this consultancy aims to equip PT Citra Marga Nusaphala Persada Tbk with a robust DP3/DPPT package that enhances project readiness, accelerates land acquisition and utilities relocation, and supports the eventual construction phase of the Pluit–Bandara toll road corridor with minimized delays and socially responsible implementation.
