Update ESIA-LARAP for PLTP Mataloko (20 MW) and PLTP Ulumbu (20 MW) Geothermal Power Plant Project – KfW Development Bank
As part of the development of the Mataloko 20 MW and Ulumbu 20 MW geothermal power plants in Flores Island, this consultancy assignment involves updating the Environmental and Social Impact Assessment (ESIA) and Land Acquisition and Resettlement Action Plan (LARAP) for the entire project scope, including ancillary infrastructure such as transmission lines, access roads, borrow/pit areas, worker camps and staging zones.
Our work includes:

Gap-analysis of existing ESIA documentation against field conditions and preparation of corrective action plans.

Socio-economic surveys, census and asset inventories (IOL), with gender-responsive elements.

Stakeholder engagement planning (SEP), Free, Prior and Informed Consent (FPIC) processes with Indigenous Peoples, grievance redress mechanism (GRM) design.

Detailed update of LARAP including institutional arrangements, implementation roadmap, livelihood restoration measures, and disclosure of findings.
By delivering robust social and environmental safeguards documentation and implementation-ready plans, the project supports PT PLN in executing the geothermal power projects in a socially responsible, transparent and sustainable manner.
